4. Summer Employment-Mitcho Early Childhood Center
Recommend Board approval for the following staff members to work up to 20 hours each at the contracted hourly rate of $45.00 during the summer of 2026, effective July 1, 2026. The purpose of this additional time is to support the planning, organization, and setup of The Mitcho Early Childhood Center at Rowan University. As this is a new preschool site, staff will be responsible for inventorying materials, organizing instructional resources, establishing classroom environments, and preparing the center for the opening of the 2026–2027 school year. Since the district will not have full access to the facility until July 1, 2026, this work will need to be completed during the summer months in preparation for student arrival. Funding is through PEA.

5. Substitute Nurse Caller
Recommend Board approval of Patricia Scappa as Substitute Nurse Caller for the Glassboro School Nurses for the 2026-2027 school year, pending renewal of her emergency certification, at the stipend amount of $350.00. This role is responsible for communicating with substitute nurses and district nurses, as needed, to help ensure ongoing school nursing coverage. This role attempts to secure substitute nurse coverage when an individual nurse is unable to do so.

10. Summer Employment-District Curriculum Supervisors
Recommend Board approval of compensation for 10.5-month Curriculum Supervisors for summer hour work beyond their contractual time. They are engaging in tasks/projects associated with meeting the needs of our students (data analysis, curriculum revision oversight, ESL support, Title I program planning, annual school plan development, mentoring plan revisions, PDP development, professional development planning, etc.). The total amount of compensation is not to exceed the budgeted amount of $15,000.00. Funding is through Title I Funds. Harvey Rodgers School and Head Start PreK4 programs. This testing is required for state and federal compliance and must be completed during the summer prior to students entering kindergarten. Staff members will be compensated at the contractual rate of $45.00 per hour for up to 10 hours each for the administration of the ESL screener, scoring, and reporting of results. All testing and documentation will be completed in accordance with compliance requirements.

4. Ruth Mancuso Lane Repaving
Recommend Board approval to amend the previously approved motion of May 27, 2026, for the repaving of Ruth Mancuso Lane through Paving Plus LLC, utilizing CCESC Cooperative Contract #66CCEPS, to include the parent drop-off loop at Thomas E. Bowe Middle School. The revised total cost for the expanded scope is $306,899.00. This project will continue to be funded through capital project dollars committed to the district by the Borough of Glassboro. The district remains grateful for the Borough’s continued investment in our schools and community, and this project reflects that ongoing partnership. (attachment)

Bowe Middle School, Project number FVHD #5532M at a cost of $316,186.00. The Business Office advertised for Gymnasium Renovations at Thomas E. 8. Gymnasium Equipment-Bowe MS
Recommend Board approval for the purchase and installation of gymnasium equipment at Thomas E. Bowe Middle School through Degler-Whiting, Inc. at a total cost of $186,600.00, utilizing Ed Data Services Cooperative Purchasing Contract #12839. This project includes the replacement of telescopic bleachers, basketball backstops, volleyball equipment, wall padding, scoreboard equipment, and related gymnasium improvements. These upgrades will modernize the facility, improve safety, and enhance the overall experience for students, staff, and community members utilizing the gymnasium. Recommend Board approval for the renovation of the Thomas E. Note: The plan was originally approved by the Board of Education on May 21, 2025 for implementation during the 2025–2026 school year. This action seeks approval of the plan for the 2026–2027 school year and subsequent years. Any future revisions to the plan will be brought to the Board for review and approval.
 
2. Amended 2026-2027 School Calendar
Recommend Board approval to amend the 2026-2027 school calendar as follows. (attachment)
 
* Reinstate the previously scheduled January 15, 2027 two-hour delayed opening while retaining the February 5, 2027 two-hour delayed opening approved by the Board at the May 27, 2026 meeting.
 
Rationale:
At the May 27, 2026 meeting, the Board approved replacing the January 15, 2027 delayed opening with a February 5, 2027 delayed opening to support professional development related to the implementation of i-Ready, which will replace NWEA MAP as the district’s benchmark assessment platform beginning in the 2026–2027 school year.
 
Following further review of the calendar during a 26-27 professional development planning session, it was determined that one of the district’s four traditional two-hour delayed opening professional development days was inadvertently omitted from the originally approved calendar. The district has historically incorporated four two-hour delayed opening professional development days into the school calendar to provide staff with dedicated time for training, collaboration, data analysis, curriculum implementation, and other instructional initiatives.
 
Reinstating the January 15 delayed opening while retaining the February 5 delayed opening will restore the district’s four scheduled two-hour delayed opening professional development days and ensure adequate time is available to support ongoing professional learning and district priorities throughout the school year.
 
3. 2026-2027 Emergency Virtual or Remote Instruction Plan
Recommend Board approval of the Virtual and Remote Instruction Plan. According to the NJDOE, in order to provide transparency and ensure that New Jersey students continue to receive high quality, standards-based instruction, each school district, charter school, renaissance school project and Approved Private School for Students with Disabilities (APSSDs) must annually submit its proposed program for virtual or remote instruction (plan) to the Commissioner of Education.

4. Comprehensive Equity Plan-Year 2
Recommend Board approval of the 2026-2027 Comprehensive Equity Plan Statement of Assurance and authorize its submission to the Executive County Superintendent.
 
The Comprehensive Equity Plan (CEP) for school years 2025-2026 through 2027-2028 was initially approved by the Board of Education at the June 19, 2025 meeting. As part of the annual monitoring process, the district is required to submit a Statement of Assurance affirming that implementation of the CEP remains on track and that the district will continue to fully implement the Board-approved plan during Year 2 (2026-2027).
 
The Statement of Assurance further affirms that the district met all applicable implementation timelines during the 2025-2026 school year and will continue to maintain compliance with all federal and state laws, codes, and regulations governing equity in education.

5. Title I Summer Enrichment Program
a. Recommend Board approval for an amendment for change in cost and location for the Summer Enrichment Program serving students in grades K-8. The program will take place from July 7, 2026 to July 30, 2026, Monday through Thursday from 8:30 to11:30 am. The program will be held at Dorothy L. Bullock School for students in grades K-5 and at GHS instead of Thomas E. Bowe Middle School due to construction at Bowe MS for students in grades 6-8. Teachers will be paid at the current hourly rate of $45.00 to include 3 hours of prep time at the beginning of the program for planning and family outreach, and up to 3.5 hours each day to allow for time to implement arrival and dismissal procedures. The program will take place through in-person instruction and will utilize both district transportation and parent drop-off/pick-up. The program addresses academic needs including ELA and Math. All registered students will receive targeted instruction based on their individual needs according to end-of-the-year assessment data. The program will be funded through Title I.

6. 2026 Summer Teacher Academy
Recommend Board approval for the implementation of the 2026 Summer Teacher Academy, including compensation for presenters and participants, and authorization of specific staff members to serve as presenters.
 
Program Overview
The Summer Teacher Academy is a week-long professional development program designed to support all instructional staff members in strengthening their instructional practices, with priority given to first-year teachers, novice educators, and newly hired district staff. The academy will be held during the week of August 17–20, 2026, and will run daily from 9:00 am to 12:00 pm with each day consisting of two 1.5 hour sessions.
 
Participants will engage in interactive learning experiences focused on strengthening Tier I instruction and supporting student achievement through the district's Teaching with P.R.I.D.E. framework.
 
Topics will include:
*Planning and preparation for effective instruction
*Differentiated instruction
*Progress monitoring and formative/summative assessment
*Data-driven decision-making
*Play-based knowledge centers
*Classroom management and student engagement
*Building positive classroom culture and relationships
*Using visual supports in the classroom
 
Sessions will be facilitated by members of the Curriculum & Instruction team and experienced district educators recognized for exemplary classroom practice. The program is designed to build instructional capacity, foster collaboration, and provide educators with practical strategies and resources that will positively impact student learning outcomes.
 
Compensation and Costs
*Participant Compensation: $45.00 per hour for each hour of participation.
*Presenter Compensation: $45.00 per hour for both presentation and preparation time.
 
As outlined in the GEA agreement, presenters will be compensated for two (2) hours of preparation for each one (1) hour of presentation.
 
Session Details
*Each session will be 1.5 hours in length.
*Up to 30 participants may attend each session.
*A total of 8 sessions will be offered with some sessions including two trainings from which participants can choose.
 
Estimated Total Cost
The total cost of the program will not exceed $43,200. This includes compensation for:
*Up to 30 participants attending eight (8) sessions of 1.5 hours each; and
*Up to 10 presenters, each compensated for 1.5 hours of presentation time and 3 hours of preparation time.

7. 2026 Summer Paraprofessional Academy
Recommend Board approval for the implementation of the 2026 Summer Paraprofessional Academy and compensation for participating paraprofessionals.
 
Program Overview
The Summer Paraprofessional Academy is a week-long professional development program designed to support paraprofessionals in strengthening the knowledge and skills necessary to effectively support student learning and behavioral success. The academy will be held for three days concurrently with the Summer Teacher Academy during the week of August 18–20, 2026.
 
Participants will engage in interactive sessions focused on instructional support, student engagement, behavior management, communication strategies, and fostering student independence. Session topics will include:
*Using visual supports in the classroom
*De-escalation strategies
*Supporting language development for non-verbal learners
*Providing support in special area classes
*Identifying the function of behaviors and appropriate responses
*Least intrusive prompting
 
Sessions will be facilitated by members of the CST team and experienced district educators recognized for exemplary classroom practice. The academy will provide paraprofessionals with practical strategies and resources to enhance their effectiveness in supporting students across instructional settings.
 
Compensation and Costs
*Participating paraprofessionals will be compensated at their contractual hourly rate for all approved hours of participation.
 
*Presenter Compensation: $45.00 per hour for both presentation and preparation time. As outlined in the GEA agreement, presenters will be compensated for two (2) hours of preparation for each one (1) hour of presentation.
