Resolved that the New Jersey School Boards Association “Code of Ethics” shall be considered the official Code of Ethics of the Glassboro Board of Education:
1. A school board member shall abide by the following Code of Ethics for School Board Members:
a. I will uphold and enforce all laws, rules and regulations of the State Board of Education, and court orders pertaining to schools. Desired changes shall be brought about only through legal and ethical procedures.
b. I will make decisions in terms of the educational welfare of children and will seek to develop and maintain public schools that meet the individual needs of all children regardless of their ability, race, creed, sex, or social standing.
c. I will confine my board action to policy making, planning, and appraisal, and I will help to frame policies and plans only after the board has consulted those who will be affected by them.
d. I will carry out my responsibility, not to administer the schools, but, together with my fellow board members, to see that they are well run.
e. I will recognize that authority rests with the board of education and will make no personal promises nor take any private action that may compromise the board.
f. I will refuse to surrender my independent judgment to special interest or partisan political groups or to use the schools for personal gain or for the gain of friends.
g. I will hold confidential all matters pertaining to the schools which, if disclosed, would needlessly injure individuals or the schools. In all other matters, I will provide accurate information and, in concert with my fellow board members, interpret to the staff the aspirations of the community for its school.
h. I will vote to appoint the best qualified personnel available after consideration of the recommendation of the chief administrative officer.
i. I will support and protect school personnel in proper performance of their duties.
j. I will refer all complaints to the chief administrative officer and will act on the complaints at public meetings only after failure of an administrative solution.

WHEREAS, There exists a need for a Treasurer of School Monies, as defined in N.J.S.A. 18A: 17-31, and
WHEREAS, Funds are available for this purpose; and
NOW THEREFORE, BE IT RESOLVED, by the Board of Education of the Borough of Glassboro, Gloucester County, New Jersey as follows:
The President and Secretary of the Board are hereby authorized to execute an agreement with Karyn Paccione, Chief Financial Officer of the Borough of Glassboro.

WHEREAS, The Glassboro Board of Education recognizes the need to designate certain Banks as Depositories for School Funds and investing the same,
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Borough of Glassboro that the Republic Bank designated as official depositories of the Glassboro Board of Education funds and are authorized to invest any and all funds as designated by the Secretary of the Board of Education:

WHEREAS, Glassboro Board of Education is desirous of designating official newspapers for the Board, and
WHEREAS, there is no newspaper published within the Borough of Glassboro,
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Borough of Glassboro that the following newspapers are designated as official newspapers of the Glassboro Board of Education for all official publications.

Individual or all said newspapers may be used for any publications as directed by the Board from time to time.

WHEREAS, There exists a need for legal services; and

WHEREAS, The Local Public Contracts Law (N.J.S.A. 18A: 18A-5) requires a resolution authorizing the award of contracts for professional services without competitive bids.
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Borough of Glassboro, Gloucester County, New Jersey, as follows:
1.The President and Secretary of the Board are hereby authorized to execute an agreement with Parker McCay, P.A.
2.This contract is awarded without competitive bidding as a professional service under the provisions of the Local Public Contracts law because N.J.S.A. 18A: 18A-5 permits contract for professional services to be awarded without competitive bidding.
3.Parker McCay, P.A. as School District Solicitor for General Legal Services at an hourly rate of $185 per hour January through December 2024.
This Resolution will take effect January 3, 2024.

1.The President and Secretary of the Board are hereby authorized to execute an agreement with Holt McNally & Associates for the financial audit and the Application for School State Aide in the amount of $48,000.00
2.This contract is awarded without competitive bidding as a professional service under the provisions of the Local Public Contracts law because N.J.S.A. 18A: 18A-5 permits contract for professional services to be awarded without competitive bidding.
